Daniel Rivera

Daniel Rivera serves as Executive Director of the Elsa Economic Development Corporation, where he leads strategic planning, community positioning, and workforce development initiatives for one of the Mid-Valley's most ambitious small communities.

A graduate of the UTRGV CTED Capstone program, Daniel brings a disciplined, data-driven approach to economic development — connecting local realities to regional dynamics, workforce trends, and real estate conditions to build actionable strategies.

His vision for Elsa is simple: build the workforce bridge to the Valley's industrial future, and use that connection to strengthen the community from the inside out.

Operating with a lean budget and small team, Elsa EDC acts as a connector and convener — leveraging partnerships to deliver outsized impact.
